Description
What steps will reproduce the problem?
- Open a .osm file
- Open layer panel context menu
What is the expected result?
"Save" action is disabled
What happens instead?
"Save" action is available
Please provide any additional information below. Attach a screenshot if possible.
As there is nothing to save, similar to the "save" button in main toolbar and the "save" action in file menu, the action should be disable.
