Add deprecation for bicycle:oneway => oneway:bicycle

What steps will reproduce the problem?

1. Create way
2. Add tag bicycle:oneway
3. Run validator

What is the expected result?

Validator proposes replacing with oneway:bicycle

What happens instead?

Nothing

Triggered by an equivalent iD ticket ​https://github.com/openstreetmap/iD/issues/7281

According to research by tordans in iD ticket other tags with oneway in key are not qualifying for an automatic replacement.
