Changeset manger: content tab: Two buttons for one action — at Initial Version

Description
What steps will reproduce the problem?
- have a changeset in changeset manger selected but without having its content downloaded.
- click on content tab
What is the expected result?
Only one button available
What happens instead?
Two buttons. One prominent one in the middle and one one the left.
Please provide any additional information below. Attach a screenshot if possible.
I noticed once the content is downloaded both buttons vanish.
Is the button on the left ever needed ?
