toolbar move_up move_don move_left move_right make into icons to save some pixel space and allow room to add more buttons

What steps will reproduce the problem?

1. include the move_up move_down move_left move_right into toolbar
2. watch in pain as it takes up pixel space

What is the expected result?

it takes up pixel space, as a josm editor intermediate this pains you, perhaps there is someway to overflow added icons to toolbar? or make it smaller? some thing like the winOS toolbar
