    1111- Split way must not connect to or intersect inners (this would require conversion of inners to outers which is not implemented)
    1212- Split way relation member is not added in-order to be contiguous with the rest of the outer ring but simply appended
     13- It is undetermined wich multipolygon part retains the old history/id and which one is created as a new relation (this could/should be improved so that e.g. the larger multipolygon retains the history)
