access=public was removed/replaced from our preset in r10094.
Its count pretty much stagnates since then.
I couldn't find any advice to use that tag in the english wiki anymore.
Recently osmwiki:Tag:access=public was created which documents it as deprecated.
Time to add the validator warning.
