Built-in level filter ignores min_level/max_level and building:min_level/building:levels

What steps will reproduce the problem?

1. Download data for area with buildings tagged with levels (e.g. -0.1182703,51.5050287,-0.1151855,51.5063484)
2. Find and select building outline with levels defined (e.g. the large rectangular one in area above, ​https://www.openstreetmap.org/way/151768363)
3. Look for built-in level selection just below zoom/scale UI in top-right

What is the expected result?

Levels 0 through 7, or at least 0 and 7.

What happens instead?

Only 0 shown, or nothing if zoomed right in.

Please provide any additional information below. Attach a screenshot if possible.

Ideally this feature of JOSM would support all of the following keys (all level related keys I am aware of):

• building:levels
• building:min_level
• level (already supported)
• min_level
• max_level
• repeat_on

(There are some uses of building:max_level as well, but that seems to be redundant with building:levels and is very low use.)
