selecting previous changeset comment from the upload dialog box empties the comment field when uploading changes for a new edit layer

What steps will reproduce the problem?

1. Download a new data layer. Do your thing.
2. Activate the upload
3. Select a previous changeset comment

What is the expected result?

After selecting a comment, that should become the field value for the comment

What happens instead?

It becomes a blank, and I have to select the item a second time.

This only happens after a validation is triggered (by an error, or manually). If no validation is triggered, the behavior (select a previous comment, and it becomes the value for the changeset) is normal.
