What steps will reproduce the problem?
- In Windows 10 64 bit (up to date), in JOSM started from josm.jnlp or josm-tested.jar, upon klicken on "Open", it comes an error message, it is not possible to open anything.
- Fehler bei "Öffnen"

java bug, nothing we can do. I have reported the bug to Oracle: JI-9049083
