No tag conflict handling for "Update Multipolygon" — at Initial Version

Description
When outer way of multipolygin has e.g. building=school and multipolygon has building=yes using Update Multipolygon drops the building=school.
It should either show a conflict or not move/remove the tag to the multipolygon.
