Never heard of this tag before but it has a decent number of uses and is spread worldwide ​https://taginfo.openstreetmap.org/tags/?key=shop&value=dairy#map
(although atleast in germany there are a lot, which are wrong tagged and are actually amenity=vending_machine + vending=milk)

This type of shopping is very common at least in the post-Soviet countries. And may be in another world. This does not in any way a vending machine. It is exclusively a private shop sells exclusively dairy products ​https://en.wikipedia.org/wiki/Dairy_product: milk, butter, cheese, yogurt, etc. For example in one of the city of Poltava stores a sufficient amount. Check url ​http://mycity.poltava.ua/moloko
As you can see this is not a vending machine, but a separate shop. The sign referred to as "МОЛОКО" (milk).
In the end, the tag shop=dairy is accepted and is not proposed. ​http://wiki.openstreetmap.org/wiki/Tag:shop%3Ddairy

This does not in any way a vending machine.

I know. I said that a lot of the objects which are currently tagged as shop=dairy in germany are not shop=dairy but vending machines. And in the USA there are a lot objects which are currently tagged as shop=dairy with "ice dream" or "frozen yogurt" in the name. These are also propably not shop=dairy.

So my point was that the total number of correctly tagged shop=dairy is maybe half of the current 1151.

Updating vending=* to cover the documented top 20 values could help, too.
