Not able to redownload same object after deletion

What steps will reproduce the problem?

1. open josm
2. use Help/Action/DownloadObject with 1
3. delete object
4. use Help/Action/DownloadObject with 1

or new steps after #13430

1. create new data layer
2. paste ​http://www.openstreetmap.org/node/1
3. delete object
4. paste ​http://www.openstreetmap.org/node/1 again

What is the expected result?

Object should be re-downloaded as many times as you want (what reason to prevent it?)

What happens instead?

Get an error "one downloaded object is deleted"
