Temporarily disable "Center view" option of photo_geotagging plugin when moving a picture — at Initial Version

Description
When one tries to move a picture with the "Center view" option of the photo_geotagging plugin enabled, the picture can hardly be positioned because the map will scroll around in order to keep the picture in the center of the map. The "Center view" option should in this case temporarily be disabled until the picture has been positioned/the mouse button is released.
