leisure=slipway (​wiki) has thousands of number in use according to taginfo but no preset it is valid to use on unclosed ways and the preset does not reflect that.

There is already a preset. Water->Shipping->Slipway

(in german: Wasser->Schifffahrt->Bootshebeanlage)

Maybe the german translation can be improved e.g. to "Slipanlage". Because "Bootshebeanlage" is a bit missleading in my eyes. I would change it but I abstain from working with Launchpad ;)

Sorry, had not much time this afternoon.

Problem is the wrong type as ways are not allowed
