leisure=slipway (wiki) has thousands of number in use according to taginfo but no preset it is valid to use on unclosed ways and the preset does not reflect that.

Maybe the german translation can be improved e.g. to "Slipanlage". Because "Bootshebeanlage" is a bit missleading in my eyes. I would change it but I abstain from working with Launchpad ;)

There is already a preset. Water->Shipping->Slipway
Sorry, had not much time this afternoon.
Problem is the wrong type as ways are not allowed
(in german: Wasser->Schifffahrt->Bootshebeanlage)
