    1 I don't know if this is a problem with the reverter plugin or with JOSM conflict resolution, but revert all the changeset #25627093.
    2 You will get 170 conclicts. Solve all of them by selecting to remove the nodes (keeping the local copy), clicking 510+ times http://josm.openstreetmap.de/ticket/5335#comment:6

    44After all the conflicts are solved and all the nodes were marked to be removed, try to upload. JOSM says that nothing needs to be uploaded.
