    11Yes, obviously. But there may be some edge case where it would be valid - see "Place du Carrousel, Louvre, Paris, France" described in https://github.com/gravitystorm/openstreetmap-carto/issues/971 - and it this case with explicit area=yes/no validator should not complain.
