Articles are not sorted by locale

The list of fetched wikipedia articles are not sorted by locale.
So all articles starting with local characters like "Č, Ž, Ř, Š..." are placed and end of the list.

What steps will reproduce the problem?

1. Run JOSM in non English locale
2. Set Wikipedia language to cs
3. Download some place in Czech republic, fetch list of wikipedia articles
4. Check articles ordering

What is the expected result?

Articles are sorted like ABCČDĎ...ZŽ

What happens instead?

Articles are sorted like ABCDEFG...ZČĎ...ŘŠ...Ž
