Merges the content of current active OSM Data Layer into another OSM Data Layer.
* If called from Layer Dialog the selected OSM Data Layer instead of the active one will be merged.
* If there are more than two OSM Data Layers, a popup will open to choose the Data Layer to merge into. 

Only applies for adjacent OSM data layers.
