By default, it will toggle only hide/unhide:

== Advanced use ==
It was explained in [[Help/JOSM interface customization]]. You can use right mouse click on following elements to select "Do not hide this toolbar and menu":
* Main toolbar
* Edit toolbar
* Status menu (clicking on the most right side wont work)
