1. select an object that has addr:street, addr:housenumber (sometimes addr:postcode) set.
2. the plugin flags it as Incomplete address. That is correct.
3. I click Guess on this address, hoping addr:country and addr:city gets filled in.
4. That also does happen fine.
5. So I select the line (address) again and click ""Use"".

This applies the tags on the object but sometimes also overwrites the existing addr:street or addr:postcode with a different value (e.g. from neighbouring street). The user does not notice this if he does not have the object selected and watches the tags.
