Add tag and Edit tag dialogs: context menu

I have added context pop-up menu with some actions to Alt-A and Alt-S dialogs.

• customize number of recent tags shown, see #7671
• pfg21 idea (Russian forum): keep English keyboard layout as default for entering tag
• see #4828 : paste tag & paste value actions

• Setting English layout for tag is disabled by default, we can enable it after testing if you find it convenient.
• Max number of recent tags is increased from 9 to 30 (default=5). I hope nothing bad will happen.
• Menu may be enhanced if you have extra ideas.

Antisida and AlexTheTux asked me on the forum to add an option to save recent tags in preferences.
I have implement it, option is in the context menu.

Preferences are saved at the moment of turning on the option and when the window is closing (changing layer to null, actually). Storing the collection in XML for each tag adding is too bad for hard drives :)

Feel free to fix wrong code or post bugs.
