8384	Paste tags from text	overqu@…	team	"Need a way to paste to all selected objects tags from system clipboard, where tags are in plain text.
Current ""Paste Tags"" paste only tags copied from another object in JOSM and ignores system clipboard.

Applications:
1) Manual of half-automatic adjustment of object's tags
2) Selective copying tags from different sources, like web-based validators 

In case of collisions by tags, previous tags of selected objects should be replaced (like ""Paste Tags"" do).
Accepted format(s) is not important - it could be tag=value (result of Copy all Keys/Values”) or ""tag"":""value"" or OSM-XML or JSOM or else.
