in Presets > Facilities > Facilities > Toilets, there is operator tag.
In http://wiki.openstreetmap.org/wiki/Tag:amenity=toilets, there is no operator tag. But there is name tag.

Not a big problem, because others tags can be added. But it doesn't follow the wiki page.
