7005	Private files	anonymous	team	"I have data in an OSM file that is confidential and must not be uploaded.  Whenever I view or edit that data I must be extra careful to not download data into that layer and also to not upload the private data.

If there was a way to mark a layer or file as ""private"" it could prevent accidental uploading and avoid downloading into it.  It could also automatically prompt to save changes but have the upload option unchecked."	enhancement	closed	normal		Core	tested	duplicate
