Their design is like multipolygon: one or more sets of ways tagged as ""outer"" or ""inner"". In France, the roles ""enclave"" and ""exclave"" are used for administrative boundaries, with the same graphical meaning as outer and inner.

JOSM does not currently treat these relations as areas, that forbids to define custom stylesheets for them. Moreover, enclave/exclave roles are unknown.

Please find attached a suggested patch that resolves these two issues, an example of stylesheet and its graphical result.
