5338	PicLayer plugin doesn't work	valent.turkovic@…	team	"The issue is that picture can be added but none of tools work, picture can't be moved, resized nor rotated.

I have tried latest PicLayer plugin version 22549 on few different JOSM versions 3420 (latest) and 3418, latest version of PicLayer plugin prompts a message saying that minimal JOSM version is 3408 when I tried using tested stable JOSM version.

Deleting .josm folder and using fresh presets on my Fedora 12 system also didn't help.
