5181	[PATCH] changes in projection for french cadastre	pieren	team	"Since an additional french overseas territory is now available on the french cadastre, I modified two projection classes to access it (plus one image to display for am old projection).

Could someone please apply the attached patch plus a new image file ""Departements_Lambert4Zones.png"" to be stored in the images/data/projection resource folder.
