4106	The Relation editor doesn't have download ALL members anymore.	Daeron	team	The relation editor doesn't have a function anymore that downloads all the members including all the already downloaded members. This is useful if some of the members are not fully downloaded (see bug #4105, also can happen with invalid osm-files) or the members have been modified and the user wants to update them.
