IMHO, it would be better to translate ""cobblestone"" to ""Kopfsteinpflaster"" (the traditional plaster with natural stones, rather rough surface) and ""paving_stones"" to ""Pflaster"" or ""gepflastert"", as a more general term for modern pavement with various types of.
Unfortunately, I can't think of a word for pavement in german that contains all sorts of pavement stones, but not cobblestones...
