How to reproduce:

* Download any data from server in new layer
* Move one node.
* Undo the move (Ctrl+Z)
* Try pressing upload -> you get ""Nothing to upload"" messagebox.
* Try to delete the layer -> you get ""unsaved changes"" dialog, suggesting you to upload to server.

The logic used to decide whether there is something to upload or not should be the same in both cases.
