2913	Upload dialog enters scrolling-mode when JOSM isn't maximized	avarab@…	team	"When I have JOSM maximized the upload dialog is approximately the size of JOSM itself, although perhaps it's hardcoded and that's a coincidence. However when I make JOSM slightly smaller the upload dialog won't fit inside the JOSM window so scrollbars are added to it.

If the dialog detects that it can't fit it should reduce the size of the uploaded objects added/changed/deleted dialogs instead of adding a scrollbar to the main window.
