2420	[Patch] Saved OSM file can contain API version 'null'	DwiSecundus	team	"Steps to reproduce:
1. Start JOSM
2. Ctrl+N (New)
3. Draw a line
4. Ctrl+S (Save)
5. Load saved file

Observed behaviour:
Error message popup: Error while parsing <filename>: Unknown version: null

Expected behaviour:
No error message and load the file without problems.

Problem seems to be that JOSM cannot determine the current API version without connecting to the server.
