1. Open session file with various image layers, note that image viewer dialog is opened with an image of the topmost layer
2. Click on an icon for another image in this layer

The clicked image is opened in the image viewer dialog
==== What happens instead?
Not sure yet. The map view changes but not the displayed image.
==== Please provide any additional information below. Attach a screenshot if possible.
Clicking a few more times on other icons typically fixes the problem and everything works as expected.
Didn't happen with !r19096, so it is probably a regression of my changes for #23728.
