This happened when I was editing minor civil divisions in New York State that lie partially on entirely on land belonging to the Six Nations of the Haudenosaunee (Iroquois Confederacy).

Note that in the attached screenshot, the 'name' tag is bilingual, and my JOSM is localized to English, so the 'name:en' value appears under the objects.

Vowels such as 'e꞉' and 'ö꞉' are common in  Haundenosaunee langages such as Kanienʼkéha (Mohawk) or Onötowáʼka꞉ (Seneca).
