Following #20270, presets has been greatly improved to take care of man_made=utility_pole.
Currently, there are two different icons for those three situations:
* power pole : (man_made=utility_pole + utility=power +) power=pole
* power pole : power=pole + highway=street_lamp
* street lighting pole : man_made=utility_pole + utility=street_lighting

After a few days of usage, having the street lighting icon for power=pole + highway=street_lamp as well is more consistent.

Additionally and if necessary, I could change the casing :
* white casing (like all utility poles): man_made=utility_pole + utility=street_lighting 
* usual yellow casing: power=pole + highway=street_lamp
