Using OSM offline ".map" format in JOSM (mapsforge)

Description:
On my android device I use offline OSM maps in format map which I download from "​http://www.openandromaps.org/downloads/" and then use it in app Oruxmaps. Maps in this format are also available on other sites, and are used in other android apps. These maps can also be used on desktop windows/linux in java program Cruiser ​http://www.talent.gr/public/cruiser/.

Question:
Could this map format be used as background in Josm? I don't have internet connection on desktop PC and I would like to edit tracks on maps that I actually use and not on online maps that I don't use. Cruiser doesn't have functionality to edit tracks, so for that I have to use Garmin BaseCamp with OSM Garmin maps from ​http://garmin.opentopomap.org/, all this results in that I have to deal with Garmin stuff and I would like to avoid that, and also Garmin software doesn't work in linux.

Should be easy to add but requires a library, so better fits to a plugin:

I agree with your suggestion to resolve this with plugin. So, do I ask for this plugin development somewhere or is it covered with this ticket?
