21425	Include/exclude layers from changeset source	anonymous	team	"I'd like to be able to flag some imagery layers such as ""OpenStreetMap Carto (Standard)"" so that they wont show up in a changeset source tags. Currently I can't really use ""Automatically obtain source from current layers"" or ""just once"" as I always have to edit it anyway.

It'd also be interesting if it could/should pull in other layers as a source. I'm often working with an geojson layer should be mentioned as a source. I know a lot of layers don't need mentioning outside of ""Survey"", so maybe that should be controllable as well."	enhancement	new	normal		Core
