The actual (modified) value is written to the export file.

The original value is in the export file, or the export file didn't contain the preference item when the original value was the default value (see #19823).

Normally when I'm in an editor and ""Save"" or ""Export"" the contend I expact that the current contend is written. But in Advanced Preferences the unmodified contend is written.

When I want to export modified settings in JOSM I first need to close the editor with ""OK"" and store the modifications in the internal model. The I have to reopen the editor and now I can export the modifications. But this is not very intuitive - in my oppinion.
