Хочется добавить ряд мелочей которые, есть в вики страницах по утвержденным тегам.

The default presets are stored in source:trunk/resources/data/defaultpresets.xml​
You cannot edit this file directly (only developers with SVN access can).
Please report which tags are missing and we will take a look.

For user created presets, you might want to take a look at Presets.

Еще интересует языки переводов русский RU к данной заготовки preset по умолчанию в JOSM?, если можно тоже дайте ссылку на эту страницу.
Чуть позже пришлю список того что не хватает сейчас и то что есть в вики по согласованным тегам.

The translation of the internal presets, defaultpresets.xml​, is included within the software translation on Launchpad, see wikitr:/Translations#Software.
External presets, like Presets, need to be translated inline within the source code, so far.
