1. Have a .osm file with [attachment:josm_join_areas_tag_bug_example.osm:ticket:18675 ""download""] or with [attachment:josm_join_areas_tag_bug_result_example.osm:ticket:18675 ""locked""] in osm header. 
1. Open Info about layer through context menu of layer toggle dialog.

Like ""upload"" the status of the layer/file is shown

No info about status

How about having a information shown similar to filtered objects if a layer with special status is activated ?
The only indicator, so far, is the small icon in layer toggle dialog and there is no additional information if you want to make any change in a locked layer.
