18147	Better sort restriction relations	naoliv	Don-vip	"When we have a `type=restriction` relation, with `from`, `via` and `to` members, if we ask JOSM to sort the members we have it in `from` + `to` + `via` order.

Could JOSM sort them in `from` + `via` + `to`? (which is what makes more sense when viewing the members and it also follows the flow of restriction)
