I don't know if or how we should document that the file %APPDATA%\JOSM\validator\ignorederrors is replaced by preference entry `validator.ignorelist`.
The old file did not contain descriptive texts, just numbers. The new list contains the descriptive texts, but only when the entry was created with a recent JOSM version (r14828).

but the existing animated GIF was made on a different OS and I don't yet have a tool to create animated GIF.

I suggest to mention this on the JOSM startup page together with a hint that it might be a good idea to remove all the old entries and ignore them again. "	task	closed	normal		Wiki content		fixed	Validator
