17161	Scrolling content of panels	iman	team	"Some plugins add panels to JOSM, such as alignways and shapetools plugins. When there are a few other panels enabled, some parts of those plugin panels are hidden, so we need unlock them or collapse other ones.

I wasn't sure if these are plugin-specific or JOSM issue.
