In Windows settings, set scale to 200%, restart Windows. Start JOSM, open a layer, draw a node. 

==== What is the expected result?
Node should be created at the center of the cross-hair
==== What happens instead?
node is created a quarter of the size of the cross-hair shifted towards upper left.

==== Please provide any additional information below. Attach a screenshot if possible.
Node is correctly centered a a scaling of 100%. Same behavior with JRE 9.0.4.
