I think this might be misinterpreted as man_made=dam.

Display the ground on both sides then? The icon is not so important after all as it is a linear feature.

These 16px a really mean. Turns out it is not really possible to display both sides at 16px (atleast with my icon creation skills) and green and blue are no friends anyway:
So my suggestion is the simplest variant:
The missing water is no problem in my eyes as lots of dykes usually don't touch water directly.

Yes, something like this, but in SVG, based on other water icons:
Also for the wording I propose to name it Levee (American English). Our base language assumes US English on Launchpad, as we have British and Australian translations.
