I used the native iD Indoor editor to map multi-level buildings into OSM. Recently, after learning JOSM, I have had to come back and edit them. I cannot get level -1 to download data into JOSM. I have removed all of my filters, and still, no  levels designated ""-1"" will download. I tried a few more buildings that have -1 layers, and the results were the same. It will only download from level 0 and up.
