1. Create a highway=residential, with cycleway=lane.  A dashed line will appear along both sides.  This is fine.
2. Set it as a one-way street but with an exemption for bicycles: oneway=yes + oneway:bicycle=no

1. The dashed line should be visible on both sides.  This is because if the street is two-way for bicycles, therefore the cycleway tag should be treated the same as on a two-way street.

1. The dashed line only appears on one side (because of oneway=yes).
