Presets: Add a combobox for name

What steps will reproduce the problem?

1. Draws a road.
2. Choose Presets-Highways-Streets-Service.

3. Chose driveway.
4. Then there is no dropbox for the name.

What is the expected result?

I would like to have a dropbox for the name.
In the same way as when the road has a name and I edit the name.

What happens instead?

No dropbox for the name.

Please provide any additional information below. Attach a screenshot if possible.

Watch out:
The screenshots show two different dialogs:

1. preset
2. add tag dialog

Currently there exists no combo which list values from history.

There is no preset which offers alternative name keys in a list like alt_name, local_name, official_name, reg_name and so on. But we already have to many objects with just a name and missing main tag. So I am not convinced if a preset "name" is a smart idea.

The major part of this request is an new option for text input fields to have a combo with history. This needs to be coded into core first.

What's the use case? I don't see the need for it.
