According to the OSM wiki the access tag ""horse"" clearly belongs to (mounted) horse riders and not to people leading horses (dismounted) nor to horse carts, for horse carts there is the access key ""carriage"", see:

JOSM should make this clear by using a horse '''riding''' specific label instad of just ""Horse"", I propose to use ""Horse riders"" instead (in German: ""Reiter"" instead of ""Pferd"")
